In a statement released on 29–۳۰ October 2025, Donald Trump, the President of the United States, ordered the country’s nuclear weapons tests to be resumed “immediately,” and “on a parity basis” with the nuclear programs of Russia and China. In a post on the “TruthSocial” network he wrote: “Because of other countries’ testing programs, I have directed the [U.S.] Department of War to begin testing our nuclear weapons on the basis of parity. This process will begin immediately.”

This decision is a sudden return to an approach that had been halted since America’s last nuclear test in 1992. Reactions from various countries and institutions have so far been strongly negative. In China, a Foreign Ministry spokesperson stressed that the United States must abide by the commitments of the global treaty banning nuclear tests, calling on Washington to refrain from conducting such tests. Russia—whose government itself initiated a nuclear weapons test just last week—also warned about the consequences of this decision, declared that it “rules out no option,” and may take reciprocal measures.

The Comprehensive Nuclear-Test-Ban Treaty Organization also issued a statement saying that “any nuclear explosive test by any country undermines non-proliferation efforts and international security.” In Europe and Japan, the move has drawn intense criticism; in Japan in particular, survivors of the Hiroshima and Nagasaki atomic bombings called the decision “an affront to all countries striving for a world without nuclear weapons.”

Trump’s fascistic policies—alongside mass layoffs and sweeping reductions in welfare, social, and healthcare services within the United States, as well as aggressive and racist foreign policies—are nothing but the organized rise of an American fascism that sees its global power waning and is searching for a remedy. Trampling all treaties and agreements of the Cold War era is the new strategy of a ruling class whose power has been challenged across economic, political, and ideological fronts. Menacing the world with nuclear weapons, just like menacing the world with tariff wars, are parts of a single fascistic strategy that, domestically, will mean nothing but imposing poverty on millions of lives, and that, going forward, seeks tointimidate the world with the specter of nuclear war.
